To create a new election:

1. Log in to your dashboard
2. Navigate to "Elections" in the main menu
3. Click "Create New Election"
4. Fill in the election details (name, type, date, etc.)
5. Define polling units and assign agents
6. Review and publish the election

You can add polling units in two ways:

• Bulk Import: Upload a CSV/Excel file with polling unit data
• Manual Entry: Add polling units individually through the interface

Both options are available under "Polling Units" in the main menu.

Our offline data collection feature allows agents to:

• Download election data before going offline
• Collect results and observations without internet
• Store data locally on their device
• Automatically sync when back online
• Resolve conflicts automatically

All data is encrypted on the device for security.

To generate reports:

1. Go to "Reports & Analytics" in the dashboard
2. Select the report type (summary, detailed, graphical, etc.)
3. Choose your filters (date range, regions, etc.)
4. Click "Generate Report"
5. Export in PDF, Excel, or CSV format

To add new users:

1. Navigate to "User Management"
2. Click "Add New User"
3. Fill in user details (name, email, role, etc.)
4. Assign permissions based on role
5. Send an invitation email
6. User will receive login credentials
